I do still put most of the blame on the higher ups).
It's only a sucky position to OSRS gold see the game like this tbh. What really hurts most of all is the abundance of potential it's that Jagex won't capitalize on because the higher ups are afraid of putting cash in to the (admittedly lots of) work it would take.
I recall after the last Runefest, many felt that RS3 did greater than OSRS since it had bigger things on the slate. I am sure others might disagree with me, but ever since Runefest I expected 2020 to be a slow season for OSRS and that has sort of been the case; we got a couple of decent-sized upgrades but nothing that important (unless you count the league, that is fair).
So even if not much is going on, it seems like stuff is still occurring because there are surveys and discussions. Like over the buy runescape mobile gold last few months we haven't had much coming into the game, but we have had surveys and blogs such as Soul Wars, Combat Achievements, and Fishing Boss for ancient 2021.
Despite the pushback and the back-peddling, it felt like both games did sort of transition into a growth model of a few bigger updates a year. Even 2020 was sort of built like that for OSRS with Nightmare, Darkmeyer, and Clans since the 3 big planned upgrades.
